PTC question

I have a question regarding meets in PTC single track territory at unsignaled locations. Hypothetical situation.
Eastbound local leavs CTC siding A proceeding east to location C. Location B is a CTC controled siding. Location C is a hand throw switch to an industry. Westbound unit train is leaving location D headed west destined for A.
In pre PTC, if the Unit train was a ways out, the dispatcher could give it a signal to West D, and let the local clear up at C to do work if they reported clear of the main. This saved the local time vs waiting at East B for the unit train, then proceeding to work C. With PTC, can this still happen if there are no wayside antennas at C?
