Depends on the location. Dunsmuir & Weed for example have water. UP is a huge system it's probably flooding somewhere back east or down south.. They can haul water from anywhere at their cost. Get emergency permits to draw water out of local rivers . The Sacramento, Feather,American, Trinity for example. Irrigation channels, recycled water out of sewage treatment plants.Some treatment plants still have spurs from the days of shipping chlorine.Keep the water tank cars full and place them where it's most likely they would be needed.Keep a constant eye on weather patterns where lightning or strong wind is predicted.
