I'll be a little more catholic (small "c"): they have to get across (or through) at least one of the mountains and reach a major sub-terminal point in either the Bay Area or LA before it makes sense to buy any more than a couple of testers. Remember the corrugated-steel BART testers? As long as it's Valley-only, it's nowhere to nowhere as far as high-speed-sensitive traffic is concerned, and serves as no more than a place where normal Amtrak can actually achieve design speed.
