The State Legislature could change all of the requirements currently in the Bond measure, half of which are alreay mute from the earliest legal challenges, whenever they can find the votes.
Brightline's decsions to go via the High Desert corridor will be even cheaper than the Victorville to Vegas segment. And, "over the hill" to satisy their "high desert" political supporters to Cucamonga, will almost certainly require additional Federal funds, as it woudl be very costly indeed, compared to what they have currently planned. Which I'm perfectly okay with, and that I have also publicly advocated and urge should be allowed in any new infrastructure bill. This would allow for true privately funded "public-private" partnerships, not as it is practised at CAHSRA, as a more sophisticated form of "contract steering". I think the true "public-private" partnership option is also a solution that can be used for the "locally preferred" alternative, with clearly more public benefit, but that would be a much more costly link for the segment between Orlando and Tampa, than the current much cheaper 100% privately funded route Brightline has identified. Let the Federal money pay fro that difference, due to the added "public" benefits of that route.
California needs to introduce and pass major reform legislation to salvage what is left of the "runaway money train" fiasco. Start by replacing Dan and the rest of the "runaway money train" Board, and not just the "revolving door" of failed CEO's and CFO's that have come and gone willy nilly....
