Unless I am severely mistaken this would be normal routing for the BR. Power for the BR is, or was when I was there serviced at East LA Commerce. That power would show up first and second shift, get serviced and assembled, outbounded on third shift and depart first shift. At the time it was the hottest train leaving East LA, so hot that a service truck shadowed the train from East LA to Palmdale, where another truck and mechanical crew took over. This was before PSR however. I left just as PSR was picking up. I understand the whole procedure for Commerce changed, I don't believe any of the power goes through the service tracks like it used to unless absolutely necessary anymore. Who knows if the service truck shadows it anymore, sounds like not. I remember at one point during my time there they routed one of the UPS trains up the coast, I believe it was the BR, and hit every tunnel until someone took notice.
