Question remains: is this "Redwood National Lumber" promising 400+ cars/year?

Further perspective on 400 cars/year: 1 car a day, occasionally 2. 4 unit trains a year. I don't run a short line, but assuming freight has to, at least initially, cover the cost of running 20 miles or so past Healdsburg, even assuming public money will cover the cost of rehab, that doesn't seem to meet the common criteria. Yes, I know, the quote was "at least" 400 cars/year. But still, for a company that doesn't obviously (i.e. searchable by Google) exist on the ground at present, I question even that figure.
