The Talgo operation between Paris and Madrid has trucks that change gauge by loosening the wheels and spreading them on the axles southbound at the French / Spanish border. The process is reversed northbound. It is done at a slow speed. Locomotives are changed out at the border due to both gauge and voltage differences.
I'm not aware of any TGV seervice that opeates between France and Spain, although French TGV trains operate to the border at Irun. The AVE service within Spain uses TGV technology. It is standard gauge and does not interchange with neighboring countries or RENFE service within Spain.
