Actually, I'm revolted by both of you. The case is (or should be) a matter of common sense and respect for property and propiety. That should not be a "right wing" or "left wing" tribal issue. People doing things that put themselves in danger like that are not doing it because they follow a particular brand of politics, but because they are impaired in some way.
Public agencies and companies operating in public spaces do have a responsibility to do what's reasonable and feasible to protect even those who are trying to harm themselves. It at least should not be easy to do so, and law enforcement should be prepared assist when it might help. If anybody, regardless of party, is not doing that, they are not carrying out their job of providing public services.
When SF (and CA in general) was run by Republicams, they did their job: provided the public services needed to keep the city and state running. The biggest modern political evil is turning that into an "owning the libs" approach, which often is more like assaulting the publio rather than serving them. There can be differences of opinion about tow to accomplish a task, without making every decision one about who can be harmed most among the people you hate.
IOW, serving the public need not, and should not, be confused with servicing the public.
