Airlines don't serve The Dalles, Hermiston, La Grande, Baker City, Ontario, etc.

Interstate 84 does. Interstate 84 **IS** "the" option for travel "besides airlines" (which isn't an option). And judging by the slow death of Greyhound service in the corridor, businesses and residents alike have spoken quite loudly - despite the fearmongering from the anti-car crowds in Portland and San Francisco, these folks LOVE I-84. If put to an up or down vote, Amtrak would easily fail.
