Based on this pboto I don't know if there's a problem or not? Photos are subject to all kinds of problems of brightness and perspective. Given the hyperbole, looks like a line that is schilling for a supposed "cause" to distract attention from bad behavior and bad supervision in certain recent incidents. This kind of allusion to some supposed "failure" may work for those on a jury, listening to a trial lawyer, who may know nothing of railroad rules and procedures, but none of this shows me any evidence of anything at all.

Ex BN states the conditions perfectly, and the rules, you approach prepared to stop short, if you passed a yellow. I've had signals that failed and were out, with an approach yellow, and I never blew through one of them. Once I even had one go from green to red in front of me, we passed it, because we were unable to stop in time, but I followed the rules and stopped the train immediately then, too.

What you don't do, if you are a responsible Engineer, is ignore your surroundings while text messaging your friends, while blowing through a mainline power switch lined against you, past a red or "out" signal, and plow a passenger train full of people head on into a freight. Even if the signal was "out", and you didn't have a warning, you stop, immediately. When stopping between signals, you proceed with caution, and prepared to stop short, to the next signal, because the signal may have changed. Those are the rules. If the rules had been followed, Chatsworth would not have occured. That's how they trained me on the SP, too.
