When it happened other reports found he had a long history of trouble and violence. He wasn't only mentally ill.
People can pose as anyone here. I don't know if the person above was an officer or not. But the responding officer here was thrust into a quickly devolving into dangerous situation that was already a powder keg. He may not have been perfect but we can't throw police in jail for minor, unintentional mistakes. Otherwise we will end up with a police force of the most desperate and lowest quality. Who can't get hired anywhere else. The kind most likely to abuse and make mistakes and vulnerable to bribes. Third world country stuff.
