Because Amtrak is not "Public Transit"????

Amtrak doesn't show up every 15 minutes, lets you board from the platform with no ticket or reservation, and charges a flat fare (or a distance based fare). Amtrak is a luxury cruise train that just happens to be subsidized by taxpayers for some unknown reason, and whose strongest proponents often decry the quality of meal service and sleeping accomodations, things that don't exist on public transit.
