As for Scotty's complete streets bill - Caltran technically has had a "complete streets" policy for at least 20 years. But it was a policy, honored more in the breach (to make the dollars buy more pavement) than the following. The law makes it harder to ignore. I don't think it's going to help transit much if any, and a lot of the "stroads" affected aren't in areas with much of it anyway. It *might* result in some roads becoming (over time) a little more ped-friendly. Bicycles ... maybe, maybe not, depending on interpretation; if all they need to do is provide space and stripes, maybe, but if there's too much demand for expensive stuff like physically separated lanes and loss of parking in downtown areas, maybe not.
