You still don't get it, do you? The changes you're so fearful of take place because the unions agree to it. If they didn't agree to it, there would either be strikes or binding arbitration.

Those little things on the rear of freight trains are called "FRED'S" because they were named after UTU president Fred Hardin, who agreed to have them placed there instead of manned cabooses.
