Not quite. The PEB makes recommendations, which Congress can pass as legislation, and the legislation becomes the new contract. No Congressional action = PEB recommendations are dead.
You need to brush up on the procedures specified by the RLA, particularly the sections on the section 6 window, cooling off periods, warming up periods, and the arbitration processes.
