I see an L.C. Smith, but not the one you cite. I will look further later today.
This guy was on all of the GS-4 types, but only two of the GS-6 engines, 4463 and
4469. All told, he was on something like 440 different SP steam locomotives and worked with
Neil Vodden, John Teshara and W. Silverthorn.
