There is certainly no conspiracy behind foreign military units training in the U.S. It has, as mentioned, occurred for many years, in the same way that U.S. military units go overseas to train with allied nations.
During a posting to Fort Drum, N.Y. while serving with the U.S. Army, our division would routinely host Canadian units. The Canadians themselves host British mechanized forces for training in Alberta and Saskatchewan, for example, because the Canadian prairies have so much open space for armored units to maneuver.
It's also routine to see complete U.S. military units moving by rail (at least the heavy equipment; the troops usually fly to and from their destination). During my Fort Drum posting, my unit deployed its heavy equipment by rail three times: to Fort Irwin, Calif. for training, to Homestead, Fla. for Hurricane Andrew relief operations, and to Bayonne, N.J. for deployment to Somalia for Operation Restore Hope.
