He's probably adding some lubricating oil to the ethanol. With a military M35 truck, you could run it on a variety of fuels, but if you ran it on gasoline, you had to add a few quarts of 30 weight to the tank to keep the injectors lubricated. We had some bozo who didn't one time and the mechanics had to replace the injectors when they siezed up.
The idea behind the GenSets is not only to reduce smog, but to save fuel. When fuel was $4 per gallon last year, having 500 HP idling was a better idea than having 3000 HP idling, assuming the locomotive worked properly when it was asked to.
