Righto - I may have read about it in Kirkland's excellent book. Don't know much about it other than that. I'd surfed the 'net before making that post and couldn't find any discussion about it - hence the guess on the unit model. Don't know anything else about the experiment other than, perhaps the railroads were exploring the ability to continue using the then-cheaper heavy fuel oil burned in the steamers.
