Just to add to Jim's great comments, I work in Redmond and walk across the tracks next to Redmond Town Center about once a week at lunch. The tracks are not in any condition to have a train run on them. Several broken rails and joints with no bolts in them. Nothing that a track gang couldn't make right in short order, but with no traffic it's not going to happen anytime soon.
