If the East Valley is so congested as UP says it is, why then wouldn't it move to improve the West Valley line as an alternate relief route so that having to go into Sacramento and on to Roseville could be taken out of the equasion ?
With some minimal route improvements, wouldn't having two viable routes be better than just funneling everything into and onto one line ?
With the UP & BNSF traffic patterns of present, past and of the future, I would think that if pressure is taken away from a congested route that delivery times would increase to & from shippers which in turn would help to increase available shipping traffic that would fatten the P & L sheets of both railroads not to mention the shippers/receivers themselves.
Or is laying claim to congestion a better way to not increase the P & L sheet including the shipper's complaints of not being able to ship with an expedited service ? And don't most RR's want increased shipping even if that increase comes from their shortline connections ?
