I think my original message has been lost to some. I wasn't saying that Moscow/Pullman needs commuter service RIGHT NOW. All I was saying is that in my opinion (and my opinion only) the city of Moscow should at least consider preserving the ROW for that use, even if it isn't needed for 50+ years in the future. A trail and park on the land and ROW would perform that function beautifully, and benefit the city in the mean time. Or, on the other hand, if it turns out Moscow never needs commuter rail, well hey, we have a great bike trail and park to enjoy.
