Isn't the business plan pretty well covered in the Press Democrat story? What's missing is any mention of projected carloadings, but that may be because, according to the PD story, NWP hasn't yet secured any contracts. $50 million is a lot to sink into a rail project that apparently hinges on a "if we build it, they will come" philosophy.
