Of course! But that would make way too much sense.
To be fair to BNSF though, the banks also gave Krebs a whole lot of grief during his tenure, for his aggressive expansion of capacity on that line. He persisted valiantly for quite some time though, before they finally got their way. They didn't want the profits plowed back into the company even then (boom time); despite the fact that BNSF was already choking on all the traffic - to the point of nearly loosing big time-critical customers, such as J.B. Hunt.
The problem now, is the same as it was for Kreb's: It's that damn "Golden Rule"! - You know: "He who's got the gold - makes the rules!"
But the so-called banks (Wall street, actually) couldn't care less about being in business tomorrow. "Suck it dry now!" is still their motto to this very day. Leave it a rotting carcass for the government to fix. Surely the gov't can fix anything - right? The same old story is still going on, despite the depression. They will never learn.

P.S. I have also heard a corollary to that rule - "He who's got the guns, gets the gold"
No wonder taxes keep getting higher and higher - but I digress. . . . .
