Note that the STB filing reproduced above says
"permitting the discontinuance of service of the 59.3-mile segment of the line of railroad". This is not the same thing as abandonment.
Obviously, since the line is seriously damaged, there is no "common carrier" service on this line as of now anyway. The STB filing does not mean the rails are to be pulled. POTB is filing to get out of their common carrier status, and obligation to offer freight service.
