Isn't a discontinuance filing the first step of an abandonment?

Not that I believe the POTB will be abandoned, but since there seems to be a huge question about it. You can't abandon a line unless service has been discontinued for two years.

As for their locomotives, several have or are about to be scrapped (ex-BN units) for parts to keep the rest running. I'm sure they'll have a couple units for work trains and for the occassional diesel passenger train.

Here's an idea for that $26M or so: Why don't they use the money to install CWR between Rockaway Beach and the industrial park and run a passenger train service on the route (i.e. daily, several trips per day, at speeds of up to 49 MPH)? They have two RDCs that could easily be used for the run.
