No, I don't think so. The notice states POTB intends to apply to the STB for "discontinuance of service" between Cochran and Tillamook, and not an outright abandonment. (See below.) This would relieve POTB from continuing to have to comply with various FRA requirements and discharge the railroad from its common carrier obligation on that portion of the line.
