Those crossbucks were to protect the track that once ran down the middle of 7th St where it turned into the yard at King St. I don't recall when that track was actually abandoned, but my guess would be that the missing arms indicate that it had happened by then. Another thought would be that the number of trucks that used to park on 7th St. (as well as disconnected trailers) may have just plain broken them off and the SP gave up on replacing them.
