Let's not forget the old line WAS 10 miles longer, and was mostly carved out of the mountainside. Having walked the entire Iron Goat Trail I can say it is mostly a ledge, with steep drop offs on the South side. Also remember the 4 additional tunnels besides Old Cascade Tunnel, all of which were dug thru fractured rock & would require lots of maintenance. The line proposed in the article, while not requiring new tunnels, would also be carved out of the mountainside, whereas the current line is much lower, with fewer threats from avalanche & rockslides.
