Hey Espee99--
That was a 22-inch gauge Cagney locomotive. The 1925 number denotes the year it was installed in Fleischacker Zoo in SF. It did NOT come from the GGIE on Treasure Island.
It was well within the Zoo proper prior to THAT period.
The film of my family riding behind it in the Zoo was taken about 1937.
