Actually, the outsourcing of NASA and our reliance on other nations for space access started under Bush as far back as 2002. Many programs designed to replace the shuttle were slashed, some which were close to flight status. Take a look at the X-38 program for an example of how stupid this was. Originally designed as a "lifeboat" for the space station, it was redesigned as a personnel shuttle. An estimated 18 to 28 months from actualy orbital flight, a space ready version was under construction when the program was cancelled in mid-2002. They needed an estimated $50 to 100 million to make it fully operational.
Now, until the Constellation program is flying (2014 to 2015 at the earliest) or one of the private venture space vehicles is running, we'll need to fly on Russian hardware at $50 to $60 million a seat from 2012 (when the shuttles are retired).
The last presidents who really gave a damn about NASA and space exploration were Kennedy and Johnson. Reagan only cared about weapons in space and Bush 2 thought space was just any place he could put his "stuff".
