Tunnels thru the Tehachapis?
That is location for some of the largest earthquakes in California.

SP tunnels at Bealville (46 cm thick) were cracked.
Rails shifted approx. 5' in new S-turns.
Highway 466 (now Highway 58) suffered 30 cm of settling, while NE of the highway, the ground was displaced 60 cm vertically and 45 cm horizontally.
The maximum ground elevation change was 1.6 m (4 ft.)
Ft Tejon was the location for another earthquake, est magnitude 8.0, in 1857.

In that EQ, the San Andreas fault ruptured betw 220 and 250 miles, with an average vertical rupture of 4.5 m (15 ft) and a maximum vertical rupture of 9 m (30 ft) in the Carrizo Plain.
I doubt the state or feds could afford to build railroad tunnels strong enough to withstand an 8.0 earthquake in the Tehachapi area.
