Picasa Web (a Google product) is a free photo sharing site, and you keep all rights to your content, including photos.

You can also have your choice of half a dozen fulfillment "partners" that will print your photos direct from your Picasa uploads if you choose. However, there isn't an option to charge "customers" beyond the costs that the partners charge to produce the prints.
It does appear that if you want to be able to sell prints with a shopping cart system where you can set the prices, the going rate (at sites like Smugmug and others) for hosting your pix is around $100 a year.
