Basicly, MDO is saying that SP really didn't have all the economic resources to run the 4449, while UP does with it's steam program. Probably a weak argument, but with some validity.

If you ask people who were with SP at the time they all point the finger at the Rio Grande management running the show in 1989. Why no RFE with engineer Holland when he took that call on the runaway? Big mistake. All the RFE's should not have been out just to babysit the 4449. Somebody in upper management must have screwed that up.

SP guys also blamed the Rio Grande management for the derailment and spill near Dunsmuir after a change in operating practice.
