One tool that might just come in handy on the next railfan trip would be a scanner capable of accepting those CHP frequencies and their PL codes including the ones used exclusively up in Plumas County. They (CHP) use an extender aside from their normal radio frequencies that is active each time they exit their car to write that all important ticket. And there are many occasions where they forget (or choose not) to disengage the extender letting anyone pick up all talk. They even have a few extra active frequencies besides their exclusive Plumas County ones.
For those who own a ham radio like Yaesu, there's a couple of websites offer this information freely including those used by the sheriff which could prove just as worthy as the CHP. This has been tested around here where I live and it's amazing which is why I have everything they use including the local sheriff programed into my ham radio.
For those who own only a simple scanner w/o the ability to accept those PL codes, oh well !
While speeding isn't a good thing, knowing possibly just where that "ticket writer" is laying in wait is.
