Unless I've missed something in recent years, road crews are not due any penalty for switching along the main line, only within terminals where yard crews are employed. SP made wide use of "block swapping" between trains at sidings along the route, rather than within yards. That way, they could get road crews to do it for free rather than paying for additional yard jobs.
