Towards the top left of the photo, there are several buildings which partially obscure the view of the Bay. The rightmost one, peeking out from behind the Pacific Gas & Electric building (whose full facade we can see), is the SP building. What appears to be a tower on top is actually the Ferry Building clock tower behind the building. (The other tower, slightly to the left, I believe is on top of the old Matson Navigation headquarters, just behind the PG&E building.

All of these buildings are still there. SP's HQ is now part of a complex known as One Market Plaza.
