POTB still has obligations as a railroad.

1. I believe they only applied to suspend service between Cochran and Tillamook - but are still responsible for providing rail service to the rest of the line. Is Banks Lumber still shipping?

2. Railroads are responsible for the actual road crossings. They may be rebuilding it due to road conditions, not track conditions. There may have been a grant specifically for this.
