Rail banking involves a complex set of rules that apparently only attorneys can decipher. Regardless:
-Ownership of the rail line is not a prerequisite for a service petition and has very little to do with it.
-The Redmond branch rail line was approved for an abandonment and "interim trail use" subject to several conditions.
-Whether the track was or was not ripped up is not material: it is a legally abandoned railroad.
-Redmond appears to have little interest in traditional rail. One long term city council member Richard Cole described the BNSF Railway in Redmond as a "waste of real estate."
