The October issue of Trains has an article about the Staggers Act "Free to Compete". As a kid, I was oblivious to politics and how things really worked. Now that I'm a forty something, articles such as this help me put things together that I observed as a youngster growing up on the East Coast - Wondering why there were so many changes as to which railroads locomotives going down the track. Most of them filthy and worn out ... If only I had a camera back then!
