NCRA does have a legal operating agreement, however, SMART wants to change the contract now that they have been funded to build some service. From where I stand your Marin county politicians have been the ones holding everything up......the NCRA folks have been sued, etc by SMART and Novato in an effort to derail the start of service, maybe we should vote those folks out of office and start over with SMART (they are a pipe dreamer bunch anyway)
