Ben, you pretty well stated the sum of my experiences in that area. Did the leg work for a group of investors that was interested in the lines that became the PCC, talked to some of the customers on the out of service line between Moscow and Arrow, one of them flat told us that they wanted to keep the rails in place in order to get better rates out of the truck and barge operators, but really didn't intend to use the line if it were reopened unless the rates were really good. Others said they were interested, but disappeared when asked to sign a commitment or invest in the project. Hope the truckers are really putting it to them now that the tracks are out!!! Most short sighted group of people I've ever met.
