Both the IDOT and WSDOT were instrumental in the Moscow to Arrow line being scrapped with their well known "Fly over" after the '96 floods where they jointly issued an official report to the prospective buyers of the line that the line was nearly totally destroyed with bridges missing between Troy and Arrow. Nothing was further from the truth, but the leading bidder at the time, MRL, backed out over the loss of the lower end of the P&L (other buyers followed suit leaving Watco and two others). Just rehashed that joke with a recently retired friend that worked for MRL who regrets to this day having not walked the line for himself, but instead relied on official information from two state DOTs. Turns out IDOT wanted the RoW between Kendrick and Arrow to widen their hiway at the behest of a certain trucking company that uses green tractors to pull their trailers. Look to Moscow Daily News and Lewiston Morning Tribune for reports on the fly over if you don't believe me.
