Got it in one. I've a pretty reliable source for information on what's happening at the GCRy these days, and what you've said neatly sums up the current situation. At best, steam there will only run on special occasions if at all, and there are no plans to resume regular steam excursions. A big reason for that is the layoff that you mentioned; while many of those folks didn't actually work on the steam locomotives, about half certainly did on a regular basis, and they had skills relating to that work which very few of the currently remaining shop crew possess. Throw in the fact that the existing shop force is barely adequate to maintain the diesel locomotive and passenger car fleet, much less the steamers, and it's very unlikely that we'll see more than a handful of steam trips (if any) in the foreseeable future.
