I may not be understanding the process right but if the Rails to Trails goes through, someone else (other than the NCRA) will have to actually pay for the trail, right? And someone else will have to maintain the trail too? Couldn't this be a way for the right of way to be maintained (and maybe improved somewhat) for some years to come?
