NIMBYS can go bound salt, since the railroad is involved in INTERSTATE Commerce, the local governments can not interfere with the movement of INTERSTATE COMMERCE, that authority is controlled and granted solely by the Feds thru the FRA and STB. In the same way they can not stop truck traffic on 101 they can't do the same on the tracks. A local judge can't stop it and can't issue a Temporary Injunction unless the was a SAFETY ISSUE. Since FRA says the NWP has complied with the safety, it now becomes a moot point!
