Where does most of the Federal spending go? Defense. Maybe we still need a bigger military than the rest of the world combined (it's true in dollars), but does every military system have to be so insanely expensive? I guess it has to, because the defense industry finances the election campaigns of so many congresscritters. There's a spectacular ROI on that one.

What's the other huge source of federal debt? Tax cuts for the rich. Republicans haven't seen a military contract or a tax cut they haven't loved. Democrats, eh they are 50/50 or something.

Infrastructure such as railroads and highways are a public good. The funds spent on the NWP are an investment in some tangible, infrastructure. Those $60 million could have paid for about 3 hours and 5 minutes of war in Iraq and Afghanistan (2010 figures).
