Well, yes in does, in broad strokes. But, it also pretty much covers Europe, Asia, Africa, the Americas and those fine folks who hunt seals in the Arctic. Doubt very much that there is a society that doesn't rely on elders, a senate, king or some other type of leadership to control what they do. Otherwise, there would be chaos. Corruption graft waste? Nothing new. Just look at the religious groups running middle ages Europe.
