I believe that you and I are on the same page, really. My poorly stated point is, as you say, all programs have beneficiaries, therefore, there ultimately wouldn't be any program to drop. Since there is nothing to drop or unfund, the whole budget allocation process could be completed in a morning, the state would just recognize that all programs are funded.

Coming up with the money to fund all these allocations is, of course, another story.
