If I understand correctly, you can just change the settings on the fuel racks. Same number of cylinders + less fuel in each cylinder = less horsepower.

Which brings up the question: When SP derated their SD45s, did they do so by changing the fuel settings, or did they actually change the engines to 16 cylinder?
